State Mini Olympics in Nov

ITANAGAR, Oct 11:  A ‘Mini Olympics” will be held for the first time in the state from November 15-18.

The event to be organized by Arunachal Olympic Association aims at exposing the latent sports talents of the state, informed Arunachal Olympic Association (AOA) president Padi Richo,

13 events--Karate, Football, Chess, Wushu, Boxing, Badminton, Carrom, Athletics, Archery, Judo, Taekwondo, Weightlifting and Table Tennis—are included in the Mini Olympics.

All the District Olympic Associations are suggested to conduct sports meet or select sportspersons for the state level Mini Olympics on or before November 4.

Chief Minister Nabam Tuki, who also is holding the Sports Department, has provided Rs. One crore for conduct of the event, Richo informed.

 

Lok Adalat settles 117 cases

ITANAGAR, Oct 11: The cases settled in Lok Adalats held in the state yesterday rose to 117 with disposal of 12 more cases in the court of Additional District and Session Judge, Bomdila.

 

ATA unit demands pay band rectification  

ITANAGAR, Oct 11: The Capital Complex unit of Arunachal Teachers’ Association (ATA) appealed to the Department of Education for immediate rectification of pay band (PB) of JTs in selection grade-I from PB-2 to PB-3 as per the notification issued by Ministry of Finance, Department of Expenditure, Govt. of India.

The ATA unit said that the Department of Education in an order in January 2013 inducted the PTI/PET and Junior Librarians in the PB-3 for which the TGT are also entitled.

 

Unions for APDBEA-2015 implementation

ITANAGAR, Oct 11: The All Arunachal Contractor’s Welfare Association (AACWA) and AdiSU have called for implementation of the Arunachal Pradesh District Based Entrepreneurs Act-2015.

AACWA said that it should be implemented in the entire state and not only in some particular areas.

In a release, it stated that all upcoming entrepreneurs at various districts are now getting an opportunity to get work under this Act as all classes have limited participation and no one can over take the other registered contractor in various categories.  Further, stating that kith and kin of top officers and Ministers and MLAs have been enlisted as registered contractors in APPWD, whereas the APPWD enlistment rules implies that affidavits have to filed compulsorily and declare that there is no relative working in govt. department. Accordingly, enlisting authorities should strictly follow the rules and regulations during the time of enlistment. Most of the works are awarded to the firms of kith and kin of senior officers, Ministers and MLAs due to corrupt practices like influencing a tender, it said.

AACWA has also lauded the concern department and Minister for not paying unauthorised works by various contractors in the Capital Complex. Many works have been executed without work order and approval from the department. The association also called upon the state government to carry out improvement of roads from Itanagar to Banderdewa.

Adi Students’ Union (AdiSU) has demanded district authorities of Adi belts to implement the “Arunachal Pradesh District based Entrepreneurs & Professional (Incentive, Development & Promotional) Act, 2015 in letter and spirit.

AdiSU claimed that many HoDs have reportedly awarded contract works to ‘outsiders’ and some capital based firms and contractor are allegedly grabbing contract works ‘forcibly’ disregarding the Act. Claiming that it has listed out few HoDs, who have allegedly offered contract works to ‘outsiders’ violating the Act, AdiSU demanded cancellation of the contract works awarded to the outsiders within a month.

 

 

ATSU dissatisfied with pace of investigation

ITANAGAR, Oct 11: All Tagin Students' Union (ATSU) expressed dismay over failure of police to make headway in Kali Buli murder case.

Alleging police inaction, a team of ATSU today met West Siang Superintendent of Police (SP) and reiterated its demand to the law agency authority to put all effort to nab the culprit as soon as possible.

“Police is still clueless in the murder case even after three months of the incident,” ATSU said.

The person involved in the heinous crime should have been arrested by now as Mechuka is a small and thinly populated town, it said.

“Justice delayed is justice denied,” ATSU said and demanded the SP to expedite the investigation using all its resources.

 

Seminar on social evils

Resource person of the seminar, Rev. Walu Walling spoke about various social evils like drug and alcohol abuse, domestic violence, polygamy, child marriage and  how to deal with such social evils. He urged people to form peer groups in order to discuss and identify social evils in their area, and to find suitable ways to eradicate them.

 

Farmers technology training

ITANAGAR, Oct 11: A district level training programme on technology demonstration was organised by KVK, Lower Subansiri from Oct 9 to 10 at Joram Village.

The programme, sponsored by ATMA was inaugurated by District Training Officer (PD, ATMA), Gamwang Hocha. He requested the farmers to apply new technologies, organic farming and different varieties in fields to increase the production of farm produce.

SMS (Soil Science) Hage Munth imparted knowledge on Azola production in paddy cultivation and GC Nainwal, SMS (Fishery) spoke on “A profitable venture of Duck cum fish farming system in hill region while Tasso Tabin, SMS(Plant Protection) spoke on plant disease management in vegetables crops.

A video on production of quality vegetable seedlings was screened to show implementation of technology in farming.

Around 78 farmers from different villages participated in the programme. Different technical leaflets were distributed to the farmers.

 

Sanitation, cleanliness campaign

KHONSA, Oct 11: The week-long sanitation and cleanliness drive at Tirap concluded today with distribution of Field Test Kits (FTKs), tools and incentives to the Village Water Supply Committees (VWSCs).

The PRI and VWSC members were also trained for water testing using field test kits in a workshop organized on the concluding day.

The role of PRI and VWSC members in the maintenance of village water supply was also highlighted on the occasion by officials from PHE & WS department.

Tools, FTKs and cash incentives were handed over to the chairmen of 15 VWSCs/Gram Panchayats, DIPRO reports.

At Lumla, a series of awareness campaigns and sanitation drives were organized during the 15 days nation wide campaign under the leadership of ADC Mika Nyori and PHE& WS Lumla Division.

A mass rally was organized at circle headquarter Zemithang on the concluding day today wherein the PRI leaders, Govt. servicemen, teaching communities and students of Government Middle school Zemithang participated in the rally. The people of Zemithang came out in huge number and participated in the social service and cleaning of garbage.

Similar awareness rallies were also organized at Lumla on October 2 and Dudunghar circle headquarters on October 7 in order to create public awareness on good sanitation practices and importance of keeping their surrounding clean. All Heads of department, PRI leaders, senior public leaders, teaching staff and students participated in the rallies and conducted sanitation drives in their respective areas.

 

AVP state delegates attend conference at Nagpur

ITANAGAR, Oct 11: A team of 78 delegates of Arunachal Vikas Parishad from 18 districts of the state participated in the ‘Karyakarta Sammelan’ at Nagpur from Oct 2 to 4 which was organised by Akhil Bharatiya Vanvasi Kalyan Ashram.

The team headed by Pratik Potom, President AVP visited various historical places at Nagpur like ‘Deekshabhumi’, famous Sai Mandir, the birth place of Dr. K.B. Hedgewar (founder of RSS), Akshardham temple, Devi Ahilya Mandir where female students of the state are studying and many other places under the guidance of Sunil Kitkaru and Prasad Barve who had served the state as full time social worker in 1990’s.

Altogether 1757 delegates and 500 volunteers and officers attended the three day conference. It was inaugurated by Governor of Maharashtra, Vidyadhar Rao and attended by Union Minister for Road Transport, Highways and Shipping, Nitin Gadkari. The valedictory function was attended by Chief Minister of Maharashtra, Devendra Phadanvis, Union Minister of State for Tribal Affairs and other dignitaries.

Sessions on status of tribal society, expansion and consolidation of organisational structure, new terminology and organisational set up, five years plan and other programmes were conducted. Two resolutions on “Effective implementation of PESA Act” and “Assurance about full implementation of Forest Right Act 2006” have also been passed in the conference.

 

‘NGO has important role to play in awakening community’

ITANAGAR, Oct 11: Non Governmental Organizations (NGOs) can play an important role in awakening the community, particularly those deprived of their rights, and overall development of a society, said PHE and WS Minister Takam Pario.

Addressing the first foundation day of the 3-year-old Arunachal Civil Society (ACS)---an NGO working raising issues like Stapple Visa issued to people of Arunachal Pradesh by China—Pario urged the NGO to continue the same spirit and tempo and render service for the betterment of poor and weaker section of the society.

Arunachal Chambers of Commerce and Industry president Techi Lala was all praise for ACS for serving the society selflessly and urged various other NGOs, organizations and associations to emulate ACS. He was skeptical about various NGOs, associations and organizations, which are just for namesake and do nothing for the society.

The Lakhimpur unit of the NGO (ACS) performed a cultural programme on the occasion.

Earlier, ACS Chairman Patey Tayum highlighted various issues undertaken by the NGO.

Violent blockade against NHPC’s Subansiri Lower Hydroelectric project

Tezpur, Oct 11: A seven-day blockade began today at Gogamukh in Assam's Lakhimpur district to protest against ferrying of construction material by National Hydroelectric Power Corporation (NHPC)  to its Subansiri Lower Hydroelectric Power Project at Gerukamukh.

Protesters blocked the construction material-laden trucks carrying mixer machine and other equipment to the NHPC site along the Assam-Arunachal Pradesh border, a police official said.

The organisations backing the protest include the Asom Jatiyatabadi Yuba Chatra Parishad (AJYCP), All Assam Student Union (AASU) and Krishak Mukti Sangram Samity (KMSS).

One of the trucks was also burnt on Thursday night at Gogamukh and five persons identified by the truck driver were arrested in the Boginodi police station area and sent to judicial custody, Lakhimpur Superintendent of Police, Brajenjit Singha said.

KMSS workers also blocked the NH-15 in the Laluk police station area today for two hours, he said.

Construction work on the 2,000MW project at Gerukamukh has been stalled since December 2011 because of protests by various organisations claiming that the dam would be a potential threat to the people living downstream from the dam site. PTI

 

 

Army, BRO personnel play role of life savior

DAPORIJO, Oct 11: Prompt treatment initiated by the personnel of 23 BRTF (GREF) and Indian Army saved a laborer from the jaws of death, who was bitten by a venomous snake near Limeking on October 9.

Raju Sorang, working as labourer in 128 RCC of Border Roads Organisation went unconscious immediately after he was bitten by the snake in his left ear while he was working at a road construction site near Lemeking circle, some 150 km away from Daporijo.

He was administered doses of anti-venom and immediately evacuated to Limeking and then to Daporijo. However, the health condition of the victim started to break down further due to non-availability of required medicines at Daporijo Hospital. He was then airlifted to Army Hospital at Dinjan, Assam where he is recovering well.

Meanwhile, Upper Subansiri Deputy Commissioner Komkar Dulom appreciated the prompt response to the incident by the personnel of 23 BRTF (GREEF) and Indian Army to save the life of a local labourer.

“Such kind of noble work will bridge the gap between civilians and BRO (BRTF)/Indian Army personnel and bring them closer,” the DC said, and appealed to the public to extend full cooperation to them, who are in the service of the nation.

 

 

Arunachal get one more Hoolock Gibbon

as Mishmi Baideo give birth

ITANAGAR, Oct 11: The number of  Hoolock Gibbon (Hoolock leuconedys) at Biological Park, Itanagar, have risen to 20 as Mishmi Baideo gave birth to a healthy baby on Oct 7. The gender of the new born baby will be known only after four years, said Raya Flago, the Curator of the Biological Park.

The Biological Park earned the distinction of breeding Eastern Hoolock Gibbon (Hoolock leuconedys)  for the first time in captivity in 2008 and since then the number has risen steadily.

Mishmi Baideo was brought from Roing so the name while the father of the baby is Corneal Opacity, named so because of his defective eyes.

The birth of the new baby  brought  much joy to the zoo staffs as well as Department of Environment and Forest, Flago said terming it as perfect wildlife week gift to the Department. The total population of Gibbons in Arunachal Pradesh is estimated to be around 1500 making it highly endangered species.

It is our prime duty to save this beautiful animal from extinction, said Flago. Hoolock gibbon, the only Ape primates found in India is the state animal of Arunachal Pradesh.

 

 

New season of Arunachal Idol begins

ITANAGAR, Oct 11: The new season of Arunachal Idol began today at Nikum Niya Hall, Nijuli. Health and Family Welfare Minister Rajesh Tacho, Parliamentary Secretary Land Management, Town Planning & Urban Development Techi Kaso along with Jyotsna Navender, 1st finalist of Indian Idol 2015 were present to cheer the participants.

Altogether 20 contestants performed in front of the rapturous crowd. The Chief Patron of Arunachal Idol 2015, Pani Taram who is also Parliamentary Secretary, Agriculture while giving details of the programme informed that out of 250 participants selected from different districts of the state, 20 has made to the final round.

“I am very hopeful that such platform will offer opportunity to the singing talents of Arunachal to showcase their hidden talent to rest of the world. State govt. will also take initiative to promote the cultural talents,” said Taram. He also informed that winner of Arunachal Idol will be given cash prize of Rs 5 lac.

Health Minister Rajesh Tacho speaking on the occasion said that Arunachal is the land of unity and diversity. “In our state 26 major tribes and 120 sub tribes with different religious affiliations lives together peacefully. Also song and music have no barriers and people bond over it. Since the contestants of Arunachal Idol are from various remote and far flung areas of the state, this competition will send out positive message. I also hope that music industry will flourish in the state and hopefully singers will bring laurel for the state and the country,” said Tacho.

Pharmacies to shut on Oct 14

ITANAGAR, Oct 11: Extending their solidarity and support to the All India Organisation of Chemist and Druggist (AIOCD)’s proposed 24-hr nation wide bandh call on October 14, the chemists and druggists in the state has decided to down their shutters on the day of the bandh call.

The decision was taken in a meeting of the Arunachal Pradesh Chemist and Druggist Association (APCDA) held yesterday.

APCDA stated that it will extend its support to the all India bandh here in  Arunachal Pradesh too against the “online sale of medicines through internet”. Meanwhile, condemning the prevalence of forceful donations, APCDA urged the district administrations to take proper steps against growing cases of extortions in the state particularly in and around Capital Complex, saying that it only supports the municipality for collection of such taxes who is the only authorized govt. body.

All the members of APCDA were advised to install CCTV at their respective premises for their own safety and security.

 

 

Trekking to Pamu-Yalang

ZIRO, Oct 11: With an aim to rediscover heritage tracks in Ziro Valley, a trekking expedition was organized on Saturday by the District Administration and department of Tourism, Ziro under the banner ‘Pamu-Yalang Trekking Expedition’.

Pamu Yalang is a rock and is considered sacred by the local people. It is located 6000 ft above sea level at Dolo Mando hill from where one can have a bird eye view of Ziro Valley.

Pamu-Yalang (Hawk Stone) is believed to have named when the rock was frequented by hawk those days. It is also believed that if bamboo slit rings thrown from Pamu Yalang, lands on the branches of the tree standing beside it, one’s wishes are fulfilled. Whenever passing Pamu-Yalang, people do indulge in this practice even today.

The team headed by Kanki Darang, Deputy Commissioner, Lower Subansiri started the trekking expedition from Siibe village at Haopolyang. They reached Pamu-Yalang after ascending Dolo Mando hill for two and half hours through thick bushes and jungle and enjoyed enchanting panoramic view of Ziro valley. Several feet higher up was the Mando Katu from where wider view of the Valley could be seen. The place is suitable for Para gliding as it has large stretches of open and barren land.   

From Mando Katu, the team proceeded towards Dip Putu hill. On the way, they pass through an aged pine trees called Dip Piisa. This pine tree is also considered sacred by people of Mudang-Tage village. On the way, they also came across Tado Lambia, once popular for its lake on a hilltop but today it remains just a swamp.

Considering the fact that though visitors are interested in the beauty of the Valley but it has limited hotspots to offer, the expedition initiated by DC Darang was to identify more hot spots to boost eco tourism in the district.

The trekking team led by DC Darang included Lower Subansiri SP Tumme Amo and other government officers, Arunachal Birding Club, Ngunu Ziro, Arunachal Photography Club and media persons.

After covering 8 km on foot, the tracking ended at Hija village where Taku Chatung, president Apatani Youth Association hosted lunch at his residence.

Earlier, while Koj Mama, President Arunachal Birding Club spoke on dos & don’ts of the trekking expedition.

 

 

Political unrest plagues Arunachal

ITANAGAR, Oct 11: Arunachal is witnessing intense political turmoil since the last few weeks. A section of Congress MLAs is rebelling against the state leadership. Even as news of the Supreme Court of India granting citizenship rights to Chakma-Hajong refugees made headlines, the rebellion within ruling Congress only grew.

People of Arunachal thought at least emotive Chakma-Hajong refugees will put a brake on political crisis for the time being and unite everyone. But our honourable MLAs have proved us wrong. For our elected representatives, the only thing which matters is money, power and chair.

In my last seven years of journalism career in the state, I have hardly seen MLAs criticising the programme and policies of the government.

The ruling MLAs only complain about ministerial and parliamentary secretaries’ portfolios, lack of power to transfer government officers and some even complain that Chief Ministers do not give them enough time.

Exception here is former Roing MLA Laeta Umbrey and to certain extent present leader of opposition Tamiyo Tago, both of whom passionately debate about programmes and policies of government in various forums, especially, in the floor of state legislative assembly.

Coming back to the topic of internal dissident activities, let me share few interesting incidents of the past with the readers. Being part of state media, we are lucky enough to get a sneak peek inside the political arena. One senior Congress leader, a former minister, joined the rebellion against former Chief Minister Late Jarbom Gamlin only because Gamlin made him wait for two hours. It hurt the ego of the minister and he joined the dissident movement. That is how our netas are!

A close aide of former Chief Minister Gegong Apang told me one interesting tactic used by Apang to deal with the dissidence within his party. Apang, who was once known to fiercely crush rebellion against him mellowed down in the later part of his career and used different tactics to fire-fight the dissidence. During one of his Chief Ministerial term, Apang deliberately, kept two ministerial slots vacant. By doing so, he played a political masterstroke. All the MLAs who rebelled against him backed off with the hope that he/she might be offered the vacant ministerial slot. But Apang did not and continued for the next three years. The tactic helped him to meltdown the rebellion.

Another former Chief Minister, Late Dorjee Khandu had his own way of tackling the dissidence. In 2010, when few MLAs expressed resentment against him and talk of political dissidence grew in the political circle, Late Khandu met some of the unhappy MLAs. In the meantime, a friend of mine had gone to the Chief Minister’s office for some personal work. As he was entering the Chief Minister’s office chamber, he saw an MLA putting cash inside his T-shirt as polythene carried by him was too small for it. That’s how Khandu defeated dissident activities.

Now coming back to the present scenario, the two Congress representatives Gabriel D Wangsu and Wanglam Sawin claimed that during a dinner party, 17 Congress MLAs had vowed to resign from state assembly if they go against present Chief Minister and had accordingly signed a resignation letter and handed over to the Chief Minister. While now they may claim that they have been forced to sign or have been cheated but why were they so naïve to take such a step without considering future consequences? They should know that it is the people of Khonsa East and Kanubari who had elected them and it is their duty to be loyal servants to them.

Also, this is the second time Chief Minister Nabam Tuki is facing this kind of crisis. In March 2014, when rumour of dissidence started making noise, he surprised everyone and dissolved the state assembly at midnight. Recalling that moment, BJP leader Tamiyo Taga once during an election rally said, “When I went to sleep, I was MLA but when I woke up, I was ex-MLA.”

Will Tuki surprise his opponents and declare midterm poll, that’s the question everyone is asking at this moment.

In the year 2011, when dissident activities were at the peak, state capital witnessed serious breakdown of law and order. Many innocent people were made to suffer. Now onus lies on the state Congress leadership to ensure that internal political fight do not once again spill over into the street. People of Arunachal have given the politicians mandate to serve and not to harm the state.

Also, the Arunachalees cannot be forced to act at the whims and fancies of the politicians, who can pick up fight anytime among themselves and curtail the developmental process.

 

 

190 Mtn Brigade promise to help livelihood initiatives

TAWANG, Oct 11: Addressing the conclusion function of four week long skill development training on knitting and carpet making  that culminated at Zomkhang Hall, here yesterday, Brigadier DS Khuswah, Commandant, 190 Mtn Brigade, stated that such programmes help in unearthing talents and generating livelihood sources. While assuring to provide maximum outlets and space for the products of the artisans at non-CSD canteens in an organised method, he called on the gathering to encourage their children to join the Army recruitment rallies and Sainik Schools.

“Indian Army, particularly 190 Mtn brigade is always at the service of the people of Tawang to nurture the bond of friendship”, he said.

 The project under BADP was implemented by the Directorate of Skill Development and Employment Generation in collaboration with YUVA Arunachal. The training aimed to equip people from economically weaker families to imbibe skills in various professions.

A total of 204 artisans were provided training on five different trades like handmade paper making, knitting, weaving, carpet and envelope making  to encourage self reliance and polish their skills. Students from various schools were also imparted with free course on basic computer education.

Deputy Commander 190 Mtn Brigade, Colonel Pankaj Mehra, DDI in charge cum DPO, Dakter Riba, ADTH C. Lowang and Yuva Arunachal President Chombay Kee also spoke on the occasion.

Earlier, cheques and certificates were also awarded to the artisans on the successful completion of the month-long training.

 

 

Non-posting of subject teachers force discontinuation of Science stream: Pario

ITANAGAR, Oct 11: Shortage or non-posting of subject teachers appears to be never ending woe for many schools in Arunachal Pradesh. The problem is not only affecting the academic studies of students but also affecting the smooth functioning of schools to a great extent, including discontinuation of a science stream in a school in Lower Subansiri.

Science stream in Govt. Higher Secondary School, Hija, Lower Subansiri was introduced in 2009. However, posts of Science teachers have not yet been sanctioned. The false promises by the higher authorities of the Education Department has compelled the school authority to discontinue the Science stream, informed Apatani Youth Association (AYA) in a release. Further, the school has no Political Science teacher since the subject was introduced in 2010, AYA informed.

AYA also informed that there was no teacher for Geography at Govt. Hr School, Ziro. The examinations are approaching fast but the authority is not attending the problem of the students, AYA said, and demanded the competent authority to posts the required teachers in the two schools without any further delay.

 

 

Teli Amous win first gold at state level

ITANAGAR, Oct 11: Teli Amous of Papum Pare won the first gold medal of the second state level boxing championship being held at RG Stadium, Naharlagun today.

Amous clinched the yellow metal in sub-junior boys 28-30 kg weight category beating Tader Bingley of Upper Subansiri in the final.

The two bronze medals in this category went to Rumik Turu of Kra Daadi and Nangram Sonam of Kurung Kumey.

The two quarterfinalists are awarded a bronze medal each in boxing.

Final bouts of all other categories will be held on Monday morning.

Local MLA Techi Kaso witnessed today’s final bout to encourage the budding pugilists.

Meanwhile, the officials from 58th Gorkha Training Centre, Army Boys Sports Company, Shillong, who are currently in the state capital on talent hunt, said they had shortlisted 6-7 budding boxers in the age group of 11-14 years. The shortlisted boxers will have to attend physical, medical, endurance and other tests. Those qualified will be enrolled at GTC.

At GTC, they will be provided everything free of costs, including education, training (boxing), food, accommodation, and on attainment of 17 years of age, they will recruited in the Indian Army, said Rohit Solunke, coach 58th GTC, Army Boys Sports Company.

Currently, there are two boys from Arunachal Pradesh at GTC, Shillong and they are Kogam Potom and Hongrang Kongkang.

He said that some prominent pugilists from North East, including Nannau Singh, Devender Singh are products of different GTCs.

The Army Boys Sports Company recruits students for their training centre twice a year, the GTC coach said adding that he along with Naved Hussain Khan, a NIS qualified coach of the GTC, who is accompanying him, will be leaving for Assam tomorrow for selection of boxers for their training centre.

 

 

Writers step up protest against communal intolerance

New Delhi, Oct 11:  Three eminent writers from Punjab today announced that they were returning their Sahitya Akademi awards, while Kannada writer Aravind Malagatti resigned from the body's general council, joining the growing protest by litterateurs over "rising intolerance" and "communal" atmosphere.

With the writers' protest over its "silence" on rationalist MM Kalburgi's murder growing louder, Sahitya Akademi chairperson Vishwanath Prasad Tiwari came out with a statement saying the apex literary body stands for freedom of expression and condemns attack on any writer or artist anywhere. It asserted its commitment to the "core secular values" enshrined in the Constitution and the "right to life of all".

Eminent writers Gurbachan Bhullar, Ajmer Singh Aulakh and Atamjit Singh, today announced that they were returning their Sahitya Akademi awards like several other authors including Nayantara Sehgal, Sara Joseph, Uday Prakash and Ashok Vajpeyi demanding that the Akademi speak out against the killing of its member Kalburgi and other rationalists and the "communal" atmosphere in the backdrop of the Dadri lynching incident.  Bhullar said he was perturbed by the attempts to "disrupt the social fabric of the country"

"During recent past, the attempts at disrupting the social fabric of the country, targeting particularly the area of literature and culture, under an orchestrated plan of action, has been perturbing me," he said.

The 78-year-old author born in Bathinda in Punjab had been awarded the Sahitya Akademi for his 2005 book of short stories "Agni-Kalas".

A renowned Punjabi playwright, Aulakh said he was very pained by the attacks on "progressive writers, leaders of the rational movement and the forcible saffronisation of education and culture".

Punjabi theatre personality Atamjit Singh said he was returning his Akademi Award as he "is very upset over the incidents communal hatred in the country for the last some months".

In more embarrassment for the Akademi, Aravind Malagatti resigned from its General Council, condemning its 'silence' over the killing of progressive thinker and scholar Kalburgi.

"Killing of personalities like Kalburgi, (Govind) Pansare and incidents like Dadri lynching are an attack on the Constitutional rights in this country. They are highly condemnable," Malagatti said.

Malagatti is among 20 representatives from various Universities in the General Council of the Sahitya Akademi.

Recently literary figures like Shashi Deshpande, K Satchidanandan, P K Parakkadavu had resigned from their posts in the Akademi, citing similar reasons.

A federation of Kashmiri scholars, Adbee Markaz Kamraz, too expressed solidarity with the eminent writers for their decision to return Sahitya Akademi awards, asking the top literary body to break its silence over the increasing "communal frenzy".

Poet and critic Adil Jussawalla, who won the Sahitya Akademi honour for his 2014 work, also urged the literary body to condemn the "unacceptable censoring" of writers by "violentaly intolerant groups."

Jussawalla said he has written to chairperson of Sahitya Akademi.

Malayalam poet K Satchidanandan has also decided to quit all posts in the Akademi while another Malayalam short story writer P K Parakkadavu also said he will quit the Akademi membership.

Let us denounce bandh culture

Bandh call is one of most dangerous nemesis of the development. North east region in general has suffered a lot due to badh culture. Arunachal is one of the worst victims of this social evil. Today various local media carried report about how bandh culture has affected state of Assam and Arunachal Pradesh. As per the records available from 2012, there were 116 bandhs in Arunachal, and the estimate for working days loss from 2011-12 to 2014-15 is Rs 1050.89 cr. Assam lost a whopping Rs 2,943 crore as a result of the 68 bandhs it faced, according to an estimate by the Assam government.

Even though Supreme Court has declared that bandh are illegal and unconstitutional, it does not seem to bother the bandh sponsors in Arunachal. May be this is happening due to weak policing. The weakness of administration and police has emboldened the law breakers. Also its time people of Arunachal stop using bandh as means to fight against system. We are in digital age and therefore should stop using this out-dated method. During bandh, poor gets harassed and also it badly hurts the economy of the state. Often it results in violence, death, injuries to persons and properties, financial loss, loss of earnings. Present government have somewhat managed to tame the bandh culture in Arunachal. They should take more bold initiatives to root out this culture forever from the state.

Letter to Chief Secretary and Education Secy

Dear Editor,

The launching of SSA by MHRD, Govt. of India and its commencement in Arunachal Pradesh is a boon in Education sector.

With this, we have dreamt about high literacy achievement like Tripura, Mizoram, Kerala along with growing of required School buildings, infrastructure and other allied structures as prescribed in CBSE norms. But in spite of pumping in thousand of crores of rupees by the Government of India, not much improvement has been observed so far in the Civil Work portion of the Mission.

I have come across a website from neighboring State where the detailed implementation modes of the Mission, their guidelines in civil works have been given.

As per the guidelines, it has clearly been spelt out that the following composition of various levels of Engineers must be constituted before implementation of the Mission in Civil Work portion.

At state level: - State Project Engineer, Senior Level Engineers equivalent to the rank of Superintending Engineer from any works department.

At district level: - District Project Engineer equivalent to the rank of Executive Engineer/Assistant Engineer from any works department with maximum experience.

At Block Level: - Civil Coordinators equivalent to the rank of Junior Engineer from any works department with maximum experience.

Whereas, in our State with utter contrast and contrary to the laid down guidelines, few unscrupulous officers at the level of DDSE without technical background are implementing Civil Works amounting to thousands of crores of rupees with the help of Civil Coordinator in the rank of Junior Engineer, on contractual basis. Here, being a concern citizen, my simple question is that is the DDSE at various district are empowered to enjoy DDO and Cheque-drawal power of Civil Work at par with Executive Engineer of work department? Is contractual Junior Engineers permitted to pass and pay crores of rupees beyond permissible limit as envisage in GFR?

Before, the menace engulf the entire SSA Mission RMSA, RUSA, let us rise from the deep slumber and insist on existing laid down norms & guidelines as envisaged in orientation Sarva Shiksha Abhiyan (SSA) school infrastructure by Technical Supporting Group (TSG) Civil Works, a consultant nominated by MHRD, Govt. of India, which advocate exclusively to implement Civil Work with above referred various level of Engineers for successful implementation of the Mission. Else, the trend of the present pace of work and quality indicate that if the same system of implementation in Civil Work portion persist for long just wait for doom of the Mission and yet another scam in the State.

In the event of rampant encroachment of allocation of Business under CCS rule at the front, where have Arunachal Pradesh Engineering Service Association (APESA), Arunachal Pradesh Junior Engineers Welfare Association (APJEWA), All Arunachal Pradesh Unemployed Engineers Association (AAPUEA) and Engineers under Engineering Wing of Education Department gone when their profession is directly under attack? Do they support such an act by keeping themselves aloof?

It is my ardent request to the Chief Secretary and  Secretary (Education) to check into the record and if found  guilty, stern action as per provision of relevant rules should be initiated to curve the menace before it goes from bad to worse.

Welfare of society should come before welfare of family

Dear Editor,

Through your esteemed daily, I want to put my grievances before our government, GOAP. The present political fight between congresses has proved where our leaders are heading towards, clearly not towards betterment of its people.

People sitting at top position always give excuses that “government ka order hai mei kuch nahi kar sakta”.

Here my question is who is government, why they have been formed and for whom they have been formed? From literal point of view, government is a group of elected people form to govern its people in a more systematic way and it’s a mechanism to channelise resources for development of state as a whole.

Unfortunately, we have a government just reverse of this. They form government to govern their family members and channelise resources for up-lift of their near and dear one. This is a proven fact that if you are a relatives of XYZ minister or MLA, then you don’t have to be worried about your life right from study to getting a job. This fact killed the spirit of true government. Our elected MLAs never think that they are to represent their people first and then family because it is the mass who have given them mandate not his or her family. The welfare of society should be prior to welfare of family. Failure to discharge this basic duty as a representative of mass create the problem of separatism which result into political instability. The present political scenario of our state is results of this same attitude. And this will continue until and unless, our political leaders realized that prosperity of single family cannot bring peace, harmony and development in the society.

The moment when they start to live for people, all things will correct itself.

Lastly, my prayer to our government is let your work speak for your governance, let deserving candidate be selected for job, let PDS reach the real beneficiaries, let law not be enforced upon only the poor and the weak, let government schemes be implemented in letter and spirit, let salary be paid on time, let rational thought prevail upon us and make our state an exemplary one. May our state government surpass all the development activity of other state. Long Live GoAP!

Judicial intervention will not solve the Chakma-Hajong issue

Dear Editor,

I want to express my view over Supreme Court’s verdict on grant of citizenship rights to Chakma-Hajong refugees settled in Arunachal Pradesh.

Since mid 1990, the Apex Court has been giving Verdict in favour of the Chakma-Hajongs without considering rights and sentiments of the indigenous people of Arunachal Pradesh into account. The Verdict of the Apex Court is therefore, always seen as one sided.

Our country is governed by the rule of law and constitution confers certain rights on every citizen. Every citizen is entitled to equality and equal protection of the law. So the rights of the people of Arunachal Pradesh should not be overlooked.

Besides, Arunachal Pradesh enjoys a special status with its ethnicity and declared to be administered under the provision of the constitution. That is the reason why laws and regulations applicable during the British regime continue to apply even today. The settlement of Chakmas-Hajongs in large numbers in the state would disturb its ethnic balance and destroys its culture and identity.

The judicial verdict of the Supreme Court to determine the principle of governing eligibility of Chakmas-Hajongs is also a difficult task as there are different categories of Chakmas-Hajongs in the state.

I fully agree with the fact stated by Prof. Bath who state about different categories of Chakmas. The first group categories are those who were settled during 1964-69. The second group consists of those Chakmas who have shifted from one refugee camp to another within the state. Those who have come from Assam, Tripura and Mizoram constitute the Third group. The fourth group consists of those who have migrated illegally from Bangladesh. Some of the Chakmas are still reported to be sneaking into different refugee camps. Such infiltration and abnormal growth of Chakmas-Hajongs refugees have become a major challenge to the security of the local people of Arunachal for which one day the Arunachalees will become minorities in their own land.

The solution of the core issue of citizenship of Chakma-Hajong refugees therefore should come out not through judicial intervention but through a democratic amicable solution acceptable to all.
